Key LFM stakeholders in Kosovo (UNSCR 1244/1999):

1. Ministry of Agriculture, Forestry and Rural Development:
• Responsible for forest administration and management in Kosovo (UNSCR 1244/1999).
• Administers forests through the Department of Forestry and the Forestry Agency of Kosovo (UNSCR 1244/1999).
2. Department of Forestry:
• A regulatory body under MAFRD.
• Responsible for drafting legislation, developing national forestry policies, coordinating international cooperation, and licensing entities in the forestry sector.
• Divided into three divisions: Forestry Policy, Education and Research; Management and Forest Infrastructure; Forest Economy, Protected Areas, and Hunting.
3. Forestry Agency of Kosovo (UNSCR 1244/1999):
• Operates within MAFRD.
• Manages state forests and lands, including assets and infrastructure, and provides technical services for privately-owned forests.
• Preserves and protects state forests and wildlife, including forest protection from pests and fires.
4. Forestry Inspection:
• Operates within MAFRD and oversees forestry-related activities.
• Conducts inspections, monitors the implementation of forest legislation, and supervises forestry practices.
5. Institute of Forestry:
• Operates within the Ministry of Education and Culture.
• Conducts research, education, and human resource development in forestry.
• Monitors forest health, coordinates international cooperation, and maintains genetic resources of forest species.
6. Ministry of Agriculture, Forestry and Rural Development Departments:
• Department of Agricultural Policies and Markets: Designs and implements agricultural policies, including subsidies and quality standards for agricultural products.
• Department of Rural Development Policies: Develops rural development policies and programs.
7. Directorates for National Parks and Protected Areas:
• Responsible for managing specific protected areas in Kosovo (UNSCR 1244/1999).
8. Ministry of the Interior:
• Manages emergency response and disaster management.
9. Emergency Management Agency:
• An independent agency under the Ministry of the Interior responsible for emergency management policies and coordination.
10. Professional Firefighters:
• Operate within AME and provide fire and rescue services.
11. Local Self-Government:
• Includes operational centers for local emergency coordination, such as 112 centers.
12. Volunteer Organizations (e.g., Kosovo (UNSCR 1244/1999) Red Cross, Volunteer Firefighting and Rescue Associations):
• Engage in humanitarian and disaster relief efforts.
13. Hydrometeorological Service:
• Responsible for monitoring and reporting on meteorological and hydrological conditions.
14. Ministry of Environment/Ecology:
• Manages environmental protection and nature preservation.
15. Kosovo (UNSCR 1244/1999) Agency for Environmental Protection:
• Focuses on maintaining air, water, soil, and biodiversity quality, as well as promoting renewable energy and sustainable resource use.
16. Kosovo (UNSCR 1244/1999) Institute for Nature Protection:
• Collects and analyzes data related to nature protection, biodiversity, and landscape diversity.
17. Cadastral Agency of Kosovo (UNSCR 1244/1999):
• Manages cadastral databases, property registers, cartography, GIS, and address systems.
